Spay first. It is the surgery that provides the most health benefits for the animal, it stops the b**** from coming into heat, and anyone who has done population modeling knows that it's the number of fertile females that causes population growth.
If she's in heat, there are dozens of males that will be trying to get to her even if her male is neutered, whereas if her male manages to get to a b**** in heat, it is likely that another stud would or did also get to her already - still her responsibility, but it is easier to keep your male from getting out than a host of males from getting in!
